Written Comments on HB 2 Monitoring Charge for House Public Education

Philanthropy Advocates submitted written testimony to the House Public Education Committee for its June 1st, 2026 interim hearing on the implementation of House Bill 2.

Drawing on new data, research, and what our member foundations are seeing from the field, the testimony offers implementation updates across three areas of the bill: teacher compensation, preparation, and certification; early literacy and numeracy; and postsecondary readiness. In each, we share where implementation stands, the early indicators worth tracking, and a few things for the Committee to consider as the work continues.

Much of HB 2 is still phasing in, and we are eager to see what becomes possible for schools, teachers, students, and the state when all elements of the bill are fully implemented.
